absconding, I should like to drew attention to the following points:-

(a)

The Accountant was not a compradore or a shroff, he was the senior member of the non-uropean service, he held a post usually held by an European and as he had 31 years' good service he was presumed to be absolutely trustworthy. This is the only explanation that I can offer for the small amount of security which he was required to find, viz. $1,000, which sum was passed with- out comment by successive boards appointed annually to scrutinize the securities of Govern- ment servants.

(b) The Police Accounts as the statement shows, are

complicated and deal with large figures. The revenue collected monthly averages $20,000 of which 840 only was lost, e.z. hawker licence collections for the 20th November received too

late to be paid in on that date.

Theatre Duties, Special duties, &c.

Officers in Outstations must be paid in cash as

they have no means of cashing cheques. Again if

the general rule that all sums exceeding $20,00

are to be paid by cheque was observed it would be necessary to issue 500 or more cheques in

months when Boot and Clothing Allowances become

payable
